For subsidized housing...do you have be a criminal to be approved for it?!?

i have no criminal record... but i cant afford a regular apartment...(the ones i can afford are too far away, and the ones that are closest are too expensive.) i work almost 40 hours a week, but its still not enough. is that enough to be approved for it? or how does that work?
